M&E Systems Design and Operationalisation Technical Expertise and Relevant Experience of GPL

GPL has worked on several assignments that require working with staff of MDAs, RCC, MMDAs and civil society organizations. Almost all design and Operationalization projects have information needs assessment, data and information usage determination and capacity building components. All these require interacting and working with all key stakeholders. GPL has proven skills in the design and Operationalization of Monitoring and Evaluation Systems and the team brings to this assignment a cache of experiences that include:

• Designed and Operationalization of a Monitoring & Evaluation System for Ghana Commercial Agriculture Project (GCAP), 2013-2014);
• Design and Operationalization of a Monitoring & Evaluation System for Cadbury Cocoa Partnership (evolving in phases, 2011-2012);
• Design and operationalization of a Monitoring and Evaluation (M&E) System for the Commercial Strengthening of Certified Cocoa Production in Ghana. A project funded by the Bill and Melinda Gates Foundation and implemented by CNFA (November 2009 – January 2010).
• Designed a Monitoring and Evaluation (M&E) System for Africa 2000 Network, A UNDP-Funded Programme (October 2009)
• As Counterpart country SROI & M&E partner for the Cadbury Cocoa Partnership, developed a framework and lead with the in-country operationalisation.
• Prepared a Performance Management Plan (PMP) and Set up Monitoring and Evaluation System for CNFA Commercial Strengthening of Smallholder Cocoa Production project (CSSCPP).
• Developed an MIS for CNFA Commercial Strengthening of Smallholder Cocoa Production project (CSSCPP).
• Designed and operationalized an M&E System for the UNDP/Africa 2000 Network-Ghana Sustainable Rural Livelihoods Project in Northern Ghana.
• Designed and operationalized a Monitoring and Reporting (M&R) System (including MIS) for the Commercial Development of Farmer-based Organizations (CDFO) of the Millennium Challenge Account Ghana Compact. Implemented by the Central Management Consultant (CMC) for the Agricultural component;
• Designed and operationalized Newmont Ghana Gold Limited (NGGL) M&E System for the External Affairs Department dubbed NEAMU;
• Designed and operationalized MIS for the following OICI Ghana projects: LEEP (funded by Newmont Gold Ghana Limited), SEED (funded by Anglogold Ashanti); Hand-in-Hand (funded by Anglogold Ashanti); ENHANCE (funded by USAID); HOPE (funded by USAID) and Newmont Akyem Community Development Projects - Akyem LEEP;
• Designed and operationalized the ENHANCE M&E System for OICI Ghana USAID-funded food security program in Ghana;
• Review and Design of third party M&E framework “Dubbed – Adding Value to Performance Monitoring and Evaluation within the Framework of Shell Community Development Program” for the Shell Petroleum Development Company (SPDC) Sustainable Community Development (SCD) Unit. Port Harcourt Nigeria;
• Designed and operationalized the Performance Monitoring Plan (PMP) for the West Africa Trade Hub, a USAID funded project operating in 20 countries;
• Consulted in the design and Operationalization of the M&E System for IFAD LACOSREP II in the Upper East Region of Ghana;
• Designed and operationalisation of monitoring and evaluation systems for Aid to Artisans, USA. Operationalized the system designed in Mozambique, Tanzania, Zimbabwe and South Africa;

• Lead Consultant, IFAD/UWADEP Project Upper West Regional Baseline Study - Ghana (December 1999);
• Led a team to conduct a baseline study for the World-Bank funded pilot and post-harvest component of the $80 million Village Infrastructure Project (VIP) in the Brong Ahafo Region of Ghana (1995); and
• Assisted in the design and implementation of a baseline on the FAO-funded Afram Plains Mechanization Project (1993).
